THE FOUR ADJUSTMENTS (always apply all four):
1. DEADWEIGHT — % that would have happened anyway (needs comparison group or sector data)
2. ATTRIBUTION — % caused by other actors/programmes (ask stakeholders what else contributed)
3. DISPLACEMENT — effect pushed onto other groups (often overlooked, always check)
4. DROP-OFF — value decay in years 2, 3+ (carry forward curve, discount to PV)
Rule: always show the ratio BEFORE and AFTER. A ratio without adjustments is not credible.

SROI FORMULA:
SROI = PV(net social benefits) ÷ value of inputs
Where: net benefit = quantity × proxy × (1 - deadweight) × (1 - attribution) × (1 - displacement)
Carry forward at drop-off rate each year, discount at 3.5% to PV. Sum all outcomes, divide by total cost.

SEVEN PRINCIPLES (Social Value International):
1. Involve stakeholders (their words define what changed)
2. Understand what changes (evidence the chain, including negatives)
3. Value the things that matter (financial proxy with named source and range)
4. Only include what is material (drop outcomes too small to change a decision)
5. Do not over-claim (apply ALL FOUR adjustments before claiming value)
6. Be transparent (disclose scope, sources, proxies, assumptions)
7. Verify the result (independent review, including by stakeholders)

PROXY SELECTION RULES:
- Use named source (government statistics, Social Value Bank, academic study)
- Flag population match (proxy from US study ≠ HK population)
- Give conservative and optimistic range
- Write "NEEDS PROXY" if no credible source exists — never invent
- Prefer Hong Kong-specific proxies for HK programmes (LSD, SWD, Census statistics)
- IRIS+ catalogue for international benchmarks
- Social Value UK wellbeing values as secondary reference

SROI STAGES (always follow in order):
1. Scope — who is the analysis for, what period, which stakeholders?
2. Outcome map — Theory of Change validated with stakeholder input
3. Evidence + proxies — quantity × cited financial proxy × source × range
4. Four adjustments — deadweight, attribution, displacement, drop-off (show each)
5. PV ratio — multi-year with discount rate; show before and after adjustments
6. Audit trail — publish scope, proxies, assumptions alongside the number

- SIE Fund impact reporting requirements (SROI for grants >HK$1M)
- HKCSS Social Value methodology
- Labour and Welfare Bureau social enterprise development

1. Build your own Hong Kong (or regional) proxy library from government statistics
2. Implement the 4-adjustment calculation as parameterised functions — not hardcoded values
3. Store proxy sources and population match flags — reviewers will ask
4. Always generate both the unadjusted AND adjusted ratio — publishing only the adjusted figure is fine, but you must have run both
5. The Continuous SROI loop (collect → analyse → improve) is the key architectural pattern — design your data layer to support repeat cohorts from day one
